eHealth Services & Infrastructure: Building a resilient and innovative public health ecosystem
This episode of our series takes place against the recent announcement of the European Commission’s proposal for the European Health Data Space (EHDS), which will benefit from €12 billion investments in digital health through Member States’ National Recovery and Resilience Plans (NRRPs). The EHDS sets out objectives to offer e-health services to citizens no matter where they find themselves in the EU, and additionally to expand (MyHealth@EU) and establish (HealthData@EU) cross-border health data sharing infrastructures for primary and secondary use.
As several Member States begin to procure and some already receiving pre-financing disbursements, the event will take a deeper look at the ways in which RRF funds are contributing to the emergence of the EHDS through a digitalisation of the healthcare ecosystem at national level.
The event will look at how both RRF investments in both eHealth services and digital infrastructure will play a significant role in the materialisation of such a data space, whether investment gaps can be foreseen and what action can be taken to accelerate the digital transition of healthcare.

Irena Bednarich is the Director for Europe, Middle East and Africa at Hewlett Packard Enterprise. In this role, she leads HPE’s government relations and public policy team in the region and supports key public sector pursuits across EMEA.
Irena has wide-ranging experience in representing the tech sector at the European level; she currently holds several industry leadership roles including serving in her second term on the Board of DIGITALEUROPE, the EU-wide representation body for the digital and technology sectors.
After 14 years in Brussels, Irena has recently relocated to Dubai, UAE, to drive stronger alignment with the business in an important growth region. Irena is fluent in Italian, Slovenian, French, English and German and has working knowledge of Spanish.

As Managing Director for the Northern Western Europe region (France, Belgium, Denmark, Finland and Lithuania, Luxembourg , Netherland, Norway and Sweden) Gilles is responsible for developing and driving growth potential in the region and to extend HPE’s leadership position in these markets.
Before leading the Northern Western Europe organization, Gilles Thiebaut had been the Managing Director of France for 3 years.
Prior tenures include Vice President of ESSN (Servers, Storage and Network division) for Global Western Europe area in 2007 and VicePrésident of Indirect Sales in Europe, Middle Est and Africa, which represent over 70% of the revenue generated in the region.
At the outset of his career, Gilles Thiebaut worked at Xerox as part of the sales organization. Since then he has built extensive leadership and operational knowledge at country and regional levels, while delivering impressive results in terms of revenue growth & organisational transformation.
Gilles sits on the Executive Committee of the AmCham EU and is a regular keynote speaker to events on digital transformation & the future of IT.
He holds a Master in Business Administration from the Solvay Business School and from the Insead. Gilles is the happy father of 4 and enjoys playing tennis, jogging and cooking for his family & friends.

Dirk Van den Steen, Deputy Head of Unit, DG SANTE, European Commission
Dirk Van den Steen is an economist working at the European Commission’s Directorate General For Health and Food Safety (DG SANTE) as Deputy Head of the unit covering the State of Health, European Semester and Health Technology Assessment.
Prior to joining the Commission in 2009, Dirk worked at the actuarial department of the Belgian public payer organisation RIZIV/INAMI dealing with the database architecture of hospital billing/clinical information, the Belgian Healthcare Knowledge Centre (KCE) as a health economist involved with health technology assessment (HTA) and with IMS Health (now called IQVIA) as a consultant in pharmaco-economic modelling for the pharmaceutical industry.
At the European Commission in the past Dirk has been involved in the development of the Cross-border Healthcare Directive, notably working on the mutual recognition of cross-border prescriptions as well as the assessment of national health systems. In the area of medical products at the European Commission Dirk also worked at the European Commission DG for Competition on antitrust enforcement in the domain of pharmaceuticals, devices and health services as well as on the Pharmaceutical Strategy for Europe, notably with regard to access to affordable medicines. Most recently, Dirk was in particular involved in the assessment of proposed health system investments by Member States under the Recovery and Resilience Facility.

Isabelle Zablit-Schmitz, eHealth Europe and International Director, Ministry of Health, France
Isabelle Zablit-Schmitz joined the French Ministry of Health in 2020 Europe & International Director for Digital Health. She has therefore the responsibility of coordinating actions involving France in Digital Health international initiatives. As part of that mission, she is representing France in the European eHealth Network of Digital Health ministries of health, co-chaired by European Commission and a Member State, currently the Netherlands. Her team handles relationships with WHO, OECD, G7 and G20, as well as bilateral partnerships with countries for instance. More recently, she and her team dream have been in charge of the French Presidency of the council of European Union for Digital Health.
She is also in charge of an international risk management course at Université Paris I – Panthéon Sorbonne (Master 2). She serves as a Board member for IHEST (French Institute of Advanced Studies in Science and Technology), for a non-profit medico-social institution as well as for the policy board of the European Joint Action Jadecare.
Prior to that, she spent her career in the private sector lately as an executive in digital health, lately as eHealth transformation and strategy consultant. She is the co-founder of the 1st crowdfunding platform dedicated to innovation in Digital Health in France.
She has been a Board and Comex Member of Numeum, the French Federation of Digital companies (2015-2021), for which she chaired the largest startup programme (+300 startups) in France and the lobbying initiatives in Digital Health as the voice of Digital companies.
Previously, she held several senior management positions with IBM Europe and IBM France business development teams (Global Technology Services and Global Consulting Services), – she notably created and launched the health data hosting offering of IBM France -, PwC Management Consulting, and in financial roles with Tenneco Automotive Europe and LafargeHolcim.

Marc has 30 experience in Project/Programme Management of International/European projects and close to 20 years in the digital health field. His experience covers domains such as (1) facilitating sharing good practices in a multi-disciplinary environment, (2) advising implementers and policy makers on the digital transformation of health and care systems and (3) supporting International/European projects in reaching out a large and multi-stakeholder audience.

Alice is a medical doctor with residency in Hygiene and Public Health. In 2022 she completed her PhD in Management Innovation, Sustainability and Healthcare at Scuola Superiore Sant’Anna in Pisa.
During her studies, she took part in several national and international research projects as well as working in the healthcare management unit.
Since 2021 she is a manager at the Agency for Regional Health Services. At Agenas, she coordinates the Telemedicine Project Unit, within the framework of the National Recovery and Resiliency Plan, and she deals with territorial organizational models and primary assistance, both in the context of national planning and regional health services.

Since September 2019, Martin Dorazil is the Deputy Head of the Unit “Digital Health and European Reference Networks” in the European Commission’s Directorate-General for Health and Food Safety. He is a lawyer by background. He joined the European Commission in 2004 and since then he has worked on issues related to patients’ rights in cross-border healthcare (DG SANCO), antitrust issues in the pharmaceutical sector (DG COMP) and legal, regulatory and policy issues related to medicinal products (DG SANTE).

Hartmut Schultze works on decentralized and democratic use of technology to generate knowledge and value from inherently private data (i.e. medical data). He focuses on adding value by leveraging technology, optimizing environments, and introducing necessary automations, while acting as a change agent to enable this. He has worked on memory-driven computing to optimize and massively increase the efficiency of Big Data analytics for various use cases. Previously, in his role as an Account Executive, he managed several international customers driving innovation to create value.
